NATO seeks to combat hybrid warfare in Baltic region

A Russian shadow fleet is thought to be behind a series of sabotage attacks on undersea cables in the Baltic Sea. NATO and the European Union are now considering how best to counter the threat. DW's Anchal Vohra reports.
