Alarcon, who lives in the US, won the 25,000-euro ($36,000) prize for his debut novel "Lost City Radio" - a political tale set in an anonymous war-torn country in Latin America. Friederike Meltendorf received a 10,000-euro prize for her translation of the novel from English into German.

The award, which was presented on Sept. 30, was set up by the House of World Cultures in Berlin - Germany's national center for contemporary non-European art - and the Elementarteilchen Foundation in Hamburg, a non-profit organization that supports cultural projects. Its aim is to showcase the works of talented Asian, African and Latin American writers.
