根據埃及總統穆爾西日前(11月22日)頒布的一項政令,在選舉出新議會之前,他的所有決定均不受司法挑戰。這一「攬權」決定招致反對派批評。諾貝爾和平獎得主、前國際原子能機構總幹事巴拉迪抨擊穆爾西此舉是蔑視司法。巴拉迪當天在推特上表示,穆爾西將全部國家權力攫為己有,把自己任命為了埃及現代法老。其他政治反對派組織也發表聲明,譴責穆爾西總統的行為。聲明指出,穆爾西總統剝奪了人民和國家機構的所有權力。穆爾西的政壇盟友則表示支持穆爾西的政令。伊斯蘭穆斯林兄弟會發言人古斯蘭(Mahmud Ghoslan)稱,穆爾西總統跨出了「革命步伐」。
